It means he doesn't need his drink made, he just needs to add it to the bill. A ticket prints out behind the bar anyway, but he can flag it with the words "don't make" to show he already took it to the table and doesn't...need it...made. Not the most efficient way to do things, and since we'd already had enough confusion for that shift, Chris thought he'd make it ABUNDANTLY CLEAR that KATIE should NOT MAKE the drink he was ringing in.
